EPEP - EUROPEAN PARTNERS FOR ENERGY PERFORMANCE

On May 19, 2010, the EU Directive EPBD ,2002/91/EC has been updated, specifically for buildings with a cooling capacity of >12 kW. This EPBD contains guidelines, methods and requirements for regular, periodic inspection, testing and certification of the energy performance of old and new buildings (with an obligation of at least 1x per 5 years for installations between 12 - 45 kW). Due to the EPBD,2002/91/EG there's now an urgent need on the labor market for well qualified individuals to inspect, certify and maintain installations for the comfort of persons (>12 Kw). In the partnership a growing shortage exists of certified inspectors to fulfill the requirements of the EPBD. Also there's a lack of up-to-date training courses, competence profiles and exams in these fields. An exception is Germany, which is at the forefront of VET and examinations (theory, practice) as inspector for installations >12kW.

In the partner countries it is important to develop up-to-date professional competency profiles, training materials and methodology for learning new innovative skills to inspect, maintain and certify installations. Although there is a great need for highly qualified personnel in order to carry out these inspections, it is therefore necessary to develop and provide these methods. This personnel must be trained and certified throughout Europe including the partner countries.
